Социально-экономическая дифференциация развития трудовых ресурсов регионов Казахстана

Аннотация
Развитие трудовых ресурсов является одним из ключевых факторов социально-экономического развития регионов, при этом значительные территориальные различия в демографических и трудовых характеристиках обусловливают необходимость их комплексной оценки. Цель исследования заключается в оценке уровня развития трудовых ресурсов регионов Казахстана и выявлении межрегиональных различий в их формировании и использовании на основе интегрального подхода. Информационную базу исследования составили официальные региональные статистические данные Республики Казахстан за 2014–2024 гг., включающие показатели численности населения, миграции, безработицы, молодежной безработицы, самозанятости, занятости, численности наемных работников, рабочей силы и уровня занятости. В исследовании применены Z-стандартизация показателей, расчет интегральных индексов по трем блокам — демографическое развитие, рынок труда и социальная стабильность, занятость и трудовая активность. Результаты выявили устойчивые межрегиональные различия, которые требуют внедрения дифференцированной политики. К группе с высоким уровнем развития трудовых ресурсов отнесены г. Алматы со значением общего интегрального индекса 1.010606, Туркестанская область - 0.841212, Алматинская область – 0.823939 и г. Астана – 0.490303. Наиболее низкие значения общего интегрального индекса зафиксированы в Улытауской области (–0.666667) и Северо-Казахстанской области (–0.544550). Полученные результаты подтверждают значительную территориальную дифференциацию формирования и использования трудовых ресурсов Казахстана и могут быть использованы при разработке дифференцированных мер социальной и региональной политики на рынке труда.
