Өңірлік әлеуметтік-экономикалық теңгерімсіздіктер: Қазақстанда жиынтық деректерді талдау (DEA) әдісін қолдану нәтижелері

Аумақтық әлеуметтік-экономикалық теңгерімсіздік проблемасы Қазақстанның өңірлік саясатындағы басты мәселелердің бірі болып қала береді, себебі өңірлердің экономикалық әлеуеті мен қол жеткізілген әлеуметтік нәтижелер арасындағы айырмашылықтар тіпті тұрақты экономикалық өсу кезінде де сақталады. Зерттеудің мақсатыҚазақстан өңірлерінің экономикалық және инфрақұрылымдық ресурстарын әлеуметтік нәтижелерге, ең алдымен кедейлік пен жұмыссыздықты деңгейін төмендетуге қаншалықты тиімді түрлендіретінін бағалау. Зерттеудің әдіснамалық негізі ретінде Data Envelopment Analysis (DEA) параметрлік емес әдісі қолданылды, ол ресурстарды әлеуметтік нәтижелерге түрлендіру барысында өңірлердің салыстырмалы тиімділігін шешім қабылдау бірліктері ретінде бағалауға мүмкіндік береді. DEA талдауының нәтижелері көрсеткендей, 20 өңірдің 13-і толық тиімділікке қол жеткізген, ал 7 өңір салыстырмалы түрде тиімсіз болып табылады, олардың қатарына Алматы қ. (0.8087), Маңғыстау облысы (0.8840) және Павлодар облысы (0.9327) жатады. Бұл ретте әлеуметтік көрсеткіштердің аумақтық саралануы анықталды: кедейлік тереңдігі 0,3-тен 1,6-ға дейін, ал табысы күнкөріс деңгейінен төмен халықтың үлесі - 3%-дан 8%-ға дейін.
