Региональные социально-экономические дисбалансы: результаты применения метода анализа совокупных данных (DEA) в Казахстане

Проблема территориальных социально-экономических дисбалансов остается одной из ключевых в региональной политике Казахстана, поскольку различия между экономическим потенциалом регионов и достигнутыми социальными результатами сохраняются даже при устойчивом экономическом росте. Цель исследования — оценить эффективность трансформации экономических и инфраструктурных ресурсов регионов Казахстана в социальные результаты, прежде всего в снижение бедности и безработицы. Методологической основой исследования является непараметрический метод Data Envelopment Analysis (DEA), позволяющий оценить относительную эффективность регионов как единиц принятия решений при преобразовании ресурсов в социальные результаты. Результаты DEAанализа показали, что 13 из 20 регионов достигли полной эффективности, тогда как 7 регионов демонстрируют относительную неэффективность, включая г. Алматы (0.8087), Мангистаускую (0.8840) и Павлодарскую (0.9327) области. При этом выявлена территориальная дифференциация социальных показателей: глубина бедности варьирует от 0,3 до 1,6, а доля населения с доходами ниже прожиточного минимума — от менее 3% до более 8%. Результаты показали, что высокий уровень экономического развития региона не гарантирует пропорционально высокой социальной эффективности, а территориальные дисбалансы связаны с различиями в эффективности управления и использовании ресурсов. Перспективным направлением дальнейших исследований является расширение временного охвата анализа за счёт использования панельных данных, что позволит оценить динамику относительной эффективности регионов и выявить тенденции трансформации экономических ресурсов в социальные результаты.
